Hurakaan eco-táctica is an environmental civil association that borns from a shared dream and collective effort, where the passion for natura and social commitment unites to create a positive impact.
Our origins date back to our founder’s childhood, who inspired by his father and his connexion with nature in organizations where he learned about survival skills, developed a deep environmental consciousness. He had the opportunity to represent and direct Sea Shepherd Mexico Chapter, achieving important goals in collaboration with volunteers, allies and co-allies, such as in 2017, when the CDMX Assembly changed the status of animals from “movable goods” (property) to subjects of moral consideration, who have rights, who can be defended, who are owners of its own bodies in life. Also, in 2020 he advised, coordinated and executed a propagation program of more than 1200 corals in Cabo San Lucas, in collaboration with UABCS. The materialization of this organization is only possible due to the experience, participation, credibility and support of our volunteers, researchers, vulnerable communities and allied organizations.
Since it’s beginning, Hurakaan Eco-Tactic had been built from a community effort. Committed volunteers are the heart of each campaign, contributing with time, energy and dedication to activities such as coral restoration, environmental condition monitoring, species protection and environmental education. Researchers from different universities have been contributing with scientific knowledge, allowing us to address complex subjects such us water quality, treatment of residual waters and regenerative agriculture. This collaborative approach has been fundamental to develop innovative and sustainable solutions.
The project also has a strong social component. Our organization collaborates closely with local communities, schools, and civil organizations. Through environmental education programs and social assistance, we are attending hundreds of at-risk teenagers, promoting a culture of respect and care for the environment. We also work to improve their living conditions by helping them develop new professional skills.
In addition, collaborating with other organizations, we have made significant progress, such as the legal recognition of animals as subjects of rights, a milestone that reflects the power of collective action. The founding of Hurakaan Eco-Tacticin March 2021 marked a turning point by consolidating a space where environmental activism and community work unite to face current challenges. With campaigns as the propagation of 1,200 corals in Cabo San Lucas and the promotion of bioconstruction, the organization has demonstrated that change is possible when working as a team.
Significant progress has been made in both welfare and environmental actions:
Social Assistance:
- We promote environmental education workshops for more than 150 minors rescued from risk since January 2024 in Playa del Carmen and Cancún. The plan is to expand the "Raíz Viva Campaign" to Tulum and Bacalar in 2025.
- We help a school with 36 at-risk minors in a vulnerable community in Playa del Carmen.
- We will train more than 10 at-risk teenagers in technical tourism-related tasks, on Saturdays and Sundays, without interrupting their studies.
Environmental Actions:
- Monitoring over 2,400 meters of reef in Playa del Carmen and Tulum with physicochemical water quality studies in the reef zone and three aquifer systems, identifying colonies of 7 priority coral species.
- A successful case: treatment of 12,000 liters of wastewater from a pig farm, achieving NOM 001 SEMARNAT 2021 certification.
We participate once a month in the "Enchuladas del Río Chico" event at Los Remedios National Park in Naucalpan, Edomex, removing between 800 kg and 1 ton of solid waste, and participating in the removal of invasive plant species and planting of native flora.
- We are launching eco-tactical coral restoration projects in the reef areas of Playa del Carmen and Tulum.

Protecting our future in order to conserve nature is a priority for us, we want to help develop projects to promote a new way of relating to our environment, collaboratively, preserving traditional knowledge while creating collaborative projects, promoting scientific outreach, and providing training for dignified work in Indigenous, cooperative, and rural communities, all in order to build sustainable communities.

Founder of Hurakaan eco-táctica
Productor, Buzo Rescue Research PADI y Activista
1998 – 2016 – 18 years as a professional in the music and show business entertainment industry, working as a promoter, producer, and personal/tour manager for international artists. Participated in tours across 14 Central and South American countries, 55 U.S. cities, and all over Mexico.
2014 – 2021 – 7 years as General Director of the NGO Sea Shepherd Mexico Chapter. He stood out for developing 9 entities and 4 campaigns. Also, in coalition with other NGOs, he achieved changing the legal status of animals at-risk in Mexico City. He directed coral propagation of more than 1,200 corals in Cabo San Lucas in collaboration with UABCS and provided assistance to tax authorities on issues related to wildlife trafficking.
2021 – Present – Founder and General Director of Hurakaan Eco-Tactic, focused on the restoration and conservation of ecosystems to develop Indigenous peoples and vulnerable communities. He currently leads a movement with two campaigns and several awareness programs across the State of Mexico, Mexico City, and the Riviera Maya, with expansion plans in Baja California and Central America.

Dulce Martínez is a passionate advocate for the environment and sustainable development. Biologist, currently pursuing her Master's degree in Sustainable Societies, she is constantly seeking to expand her knowledge in these fields. Certified as a DiveMaster, Dulce has experience in underwater activities and has contributed to projects for organizations such as "Casa de las Lunas" and Semillas de Agua. Also, she collaborated as National Deputy Subcoordinator for Sea Shepherd Mexico. Her experience ranges from documentary production to organizing charity events and giving talks at conservation conferences. She has skills in project consulting and organizational management, standing out for her passion and dedication to conservation. Dulce Martínez is an influential figure in conservation and sustainable development, with potential to make a significant difference on environmental and social projects.
